China: On the evening of July 15, 2026, Cambodian Prime Minister Hun Manet received Zhang Wei, Founder, Chairman and Chief Executive Officer of Beijing Star AI Co., Ltd., for a courtesy call and working discussions. The meeting took place during the Prime Minister’s July 15–17, 2026 working visit to the People’s Republic of China and attendance at the World Artificial Intelligence Conference.
The company’s chairman briefed the Prime Minister on its operations, describing Beijing Star AI as a leading technology firm specialising in video creation and film and television production using AI-generated content (AIGC). He said it was also the world’s first organisation to build a complete one-stop AIGC video-creation community and had developed and launched the world’s first film-grade AI Agent system. He also outlined cooperation with a local Cambodian partner to explore AI investment opportunities, focusing on four core areas: an ASEAN Regional Intelligent Computing Center; a Film-Grade AI Agent R&D Center; a Cross-border AI Short Drama Distribution Center; and an ASEAN Digital Commerce Operation Center.
In response, Hun Manet congratulated the company on its business success and welcomed its interest in exploring AI investment in Cambodia. He stressed that technology is a key priority of the government’s Pentagonal Strategy – Phase I, which places strong emphasis on the country’s technological development. He encouraged the company to continue building contacts and holding discussions with relevant Cambodian ministries and institutions, particularly the Ministry of Post and Telecommunications, to study and pursue concrete investment opportunities.
