Summary

At a July 23, 2026 Security Council debate, Cambodia’s representative called for stronger preventive diplomacy, respect for international law and attention to displaced civilians.

On July 23, 2026, Cambodia’s representative to the United Nations called for renewed global commitment to the peaceful settlement of disputes and stronger adherence to international law.

In a statement to the UN Security Council’s high-level open debate on “Strengthening the mechanisms for the peaceful settlement of disputes: follow-up to Security Council resolution 2788 (2025)”, Chhea Keo, Cambodia’s Permanent Representative to the UN, called for renewed global commitment to peaceful dispute resolution and stronger adherence to international law.

He recalled that Deputy Prime Minister Prak Sokhonn, Cambodia’s Minister of Foreign Affairs, had reaffirmed Cambodia’s unwavering commitment to resolving disputes peacefully through dialogue, diplomacy and respect for international law in his address to the Security Council in May.

The Ambassador outlined four priorities: strengthening the UN’s role in preventive diplomacy; ensuring that disputes are resolved peacefully and in compliance with decisions of the International Court of Justice; reinforcing the Council’s unity and impartiality; and addressing the humanitarian consequences of Cambodia’s ongoing border conflict, with more than 20,000 civilians still displaced. In conclusion, he emphasised that borders and sovereignty must never be altered by force or through the creation of a fait accompli on the ground.
