The Cambodian government continues to attract investment in Preah Sihanouk’s tourism industry through measures including tax relief and one-stop approvals, supporting the development and upgrading of local culture and tourism industries. The Special Programme to Promote Investment in Preah Sihanouk Province has reportedly been extended until the end of 2027. It covers eligible projects involving the revival of stalled developments, new construction, expansion and existing operations.
As of July 2026, the programme had approved a cumulative total of 501 investment projects, involving US$8.5 billion in committed investment and US$2.9 billion in realised investment, and had created 62,122 jobs. Tourism accounted for 128 approved projects, involving US$2.5 billion in investment commitments and expected to create 11,710 additional jobs. Tourism represented approximately 26 percent of all projects, 30 percent of investment and nearly 20 percent of employment contribution.
Tourism investment businesses can benefit from incentives including up to three additional years of income tax exemption, zero-rated value-added tax on locally supplied construction-related goods and services, and relief on property-related taxes and fees and on customs duties for imported construction materials and equipment. Local one-stop services simplify registration and administrative procedures, reduce or waive public service fees, and provide tax facilitation and non-judicial dispute resolution support.
Preah Sihanouk is targeting investment in luxury resorts, marine ecotourism, wellness tourism and tourism training, among other activities. Drawing on its coastline, islands, expressway, deep-water port and airport, the province has also planned 54 long-term development projects with estimated investment of US$5.9 billion to US$7.6 billion by 2038, linking neighbouring coastal provinces to develop Cambodia’s coastal tourism corridor.
