Cambodia’s government is strongly committed to addressing, combating and eliminating technology-enabled scam crime while placing high priority on the safety and well-being of Cambodian and foreign citizens. Chhay Sinarith, chairman of the secretariat of the Ad Hoc Commission for Combating Online Scams (CCOS), made the remarks during a working meeting with Thomas Andrews, UN Special Rapporteur on the situation of human rights in Cambodia, on July 29, 2026.
Chhay Sinarith briefed Andrews on the background of technology-enabled fraud operations, stressing that the problem was a global crisis affecting the entire world. He said proper procedures were essential for successful enforcement operations, but must be accompanied by humanitarian considerations to prevent physical and psychological harm to people. Cambodia adheres to humanitarian principles, providing necessary support and assistance to foreign nationals deceived by brokers or trafficked into scam activities in Cambodia, and cooperating closely with embassies to facilitate their return to their home countries.
Chhay Sinarith told Andrews that Cambodia welcomed cooperation with partner countries and international organisations to help prevent people worldwide from continuing to fall into the traps and schemes of technology-enabled scam networks.
In response, Andrews said he was well aware of the establishment and mandate of the CCOS mechanism, which demonstrated the importance Cambodia’s government placed on eliminating technology-enabled scam crime. He shared his impressions of the situation and the results of the crackdown, and hoped the two sides could continue discussions and exchanges on the issue.
