According to a July 31 report by Japan’s Asahi Shimbun, Hu Xiaowei, a senior figure allegedly linked to Cambodia’s Prince Group, was forcibly deported to the United States by Japanese immigration authorities on July 29.
The report said that during his time in Japan, Hu Xiaowei had long used the alias “Hu Shi” and resided there on a Cypriot passport. Japanese police had previously arrested him for investigation on suspicion of unlawfully lending his residence card and allowing another person to use his identity to complete administrative procedures.
After the investigation concluded, Japanese prosecutors brought a summary prosecution against Hu Xiaowei under Japan’s immigration law. Once the judicial proceedings were completed, immigration authorities initiated deportation procedures and sent him to the United States on July 29.
Public information indicates that the U.S. Treasury Department imposed sanctions on Hu Xiaowei in June this year, identifying him as a key second-in-command of the Prince Group transnational criminal organization. U.S. investigators identified “Hu Shi” and “Chen Xiao’er”, among others, as aliases he had used. He is reported to have been deeply involved in establishing and managing Prince Group’s overseas companies, to have close ties to its founder and chairman, Chen Zhi, and to be a key participant in its cross-border business and related activities.
Asahi Shimbun further reported that the U.S. Federal Bureau of Investigation may already have contacted Hu Xiaowei in connection with Prince Group cases. At the time of the report, U.S. authorities had not publicly disclosed what specific legal action, if any, had been taken after his arrival in the United States.
Available information indicates that the United States had earlier designated Cambodia’s Prince Group as a transnational criminal organization and placed it under sanctions. The U.S. Justice Department’s principal indictment targets the group’s founder and chairman, Chen Zhi. At the time this report was published, no publicly available judicial records showed that Hu Xiaowei had been convicted by a U.S. court.
