Summary

The working group reported 412 projects supported in 2024–2025, about US$7.971 billion in investment and roughly 52,000 potential jobs; 199 projects received special incentives in 2025.

As 2025 drew to a close, the Working Group to Promote Investment in Preah Sihanouk Province reported that, over 2024–2025, it had provided special incentives, concessions, procedural facilitation and dispute-resolution coordination for a total of 412 projects. The investment involved was approximately US$7.971 billion, with the potential to create about 52,000 jobs.

The figures were presented at a meeting in Sihanoukville that week to review and assess the 2025 implementation results of the Special Programme to Promote Investment in Preah Sihanouk Province. The meeting was chaired by Prime Minister’s adviser and working-group chair Hean Sahib, with Preah Sihanouk Governor Mang Sineth and representatives of numerous relevant ministries and institutions attending.

The meeting said that in 2025 alone, the working group had approved special incentives in principle for 199 projects, equivalent to 133% of the performance target of 150 projects and exceeding that target. These included 92 stalled-building projects, 90 new projects unrelated to stalled buildings, nine expansion projects and eight existing investment or business projects, covering real estate, industry, tourism, education and other sectors.

The working group had also smoothly implemented measures under the special programme, with strong cooperation and active participation from relevant ministries, institutions and the provincial administration, following the approach described as “the dynamism of a single-actor system”.

Speaking at the meeting, Hean Sahib said that, based on these efforts and actual achievements, the government had decided to extend the special investment programme for another two years, until the end of 2027. Existing measures would remain, with four new measures added:
1. Facilitate and promote domestic investment; 2. Facilitate skills training for investors, businesspeople, employees and workers; 3. Promote the use of local labour and the transfer of skills and technology; 4. Promote the use of locally produced inputs and goods at enterprises and factories in Preah Sihanouk Province.

The meeting also set follow-up work directions for 2026 and 2027 and instructed the working group’s secretariat to continue its efforts, fulfil its duties and strengthen cooperation with relevant ministries, institutions and the provincial administration to make the work more effective.

The report noted that, among the 412 projects receiving special incentives over the previous two years, 134 had completed construction, repairs and improvements, representing 33%; 162 were undergoing construction, repairs and improvements, representing 39%; and 116 had not yet started, representing 28%.
