A joint force coordinated by Phnom Penh’s unified administrative command raided a suspected illegal online gambling site in the Peng Huoth residential development, Niroth commune, Chbar Ampov district, on March 18, 2026.
Nine foreign nationals were detained, comprising eight Chinese and one Malaysian. Officers seized 247 phones, eight all-in-one computers, two computer towers and two monitors.
The operation was directed by Phnom Penh Governor Khuong Sreng, with Chbar Ampov authorities participating and a prosecutor’s representative coordinating legal procedures.
In their preliminary assessment, officers described an online gambling operation linked to a cross-border fraud network targeting victims abroad, including in Malaysia, Singapore and China.
The suspects and evidence have been sent to Phnom Penh police for further investigation aimed at identifying organisers.
The report notes that the government under Prime Minister Hun Manet has intensified action against technology-enabled fraud and pledged to eliminate such activities before April 2026.
Hun Manet said Cambodia would not be a refuge for technology criminals or cross-border scam networks and that those involved would face strict legal action.
