Summary

Officers checked 22 houses on March 25 and detained 17 men at one site in Chbar Ampov.

Acting on direct instructions from Phnom Penh Governor Khuong Sreng and Lieutenant General Chhuon Narin, deputy national police commissioner and Phnom Penh police chief, authorities in Chbar Ampov district conducted an operation on March 25, 2026. Deputy prosecutor Phy Sithong coordinated legal procedures.

Officers inspected four locations comprising 22 houses in Veal Sbov commune, Chbar Ampov district. They found 57 foreign residents, including 14 women, from China, Vietnam, Russia, Myanmar, South Korea and Pakistan.

At houses 113–115 on Road C01 in Kdei Takoy village, Veal Sbov, officers detained 17 male suspects: 16 Chinese nationals, including 13 without passports, and one Vietnamese national. They seized 27 phones, two laptops, one desktop system unit and one monitor.

Officers said the site concealed equipment suspected of being used for fraud and involved unlawful residence, contrary to Sub-Decree No. 03 on security at collective accommodation premises.

The site was temporarily sealed, and the 17 suspects and evidence were sent to city police for further questioning and preparation of a case file for court.

Prime Minister Hun Manet said Cambodia was not a haven for scammers and that individuals or entities behind such crimes would face the harshest penalties without intervention. By: Pai Sokhim
