On March 30 and 31, Phnom Penh anti-drug police and Sen Sok police carried out two raids in the Grand Phnom Penh villa development against a group suspected of drug and firearms offences, according to the report. Officers first arrested a 35-year-old Chinese man surnamed Luo at Villa 23 on Road J-01 and seized packages of drugs, including ketamine, and weighing equipment.
In the early hours of March 31, police then raided neighbouring Villa 21 and detained three more men described by the article as Chinese, including a 51-year-old man surnamed Li who had acquired Cambodian citizenship. Two handguns and magazines were seized. Four suspects had thus been detained.
According to the reported investigation, Luo said he had entered Cambodia irregularly through Laos before being taken to the villa. Li reportedly gave inconsistent accounts of the firearms’ origins, at one point claiming he found them in a rubbish bin. The four suspects were transferred to the Anti-Drug Department for further questioning as police investigated possible links to a cross-border criminal network.
