Summary

A report describes 218 foreign nationals detained in an April 6 condominium raid, with police alleging Japanese-police impersonation and other online fraud.

Joint Phnom Penh forces raided a suspected online-scam site inside the Phnom Penh Galaxy Garden condominium in បន្លាស្អិត village, ឃ្មួញ commune, Sen Sok district.

The operation reportedly detained 218 people and seized evidence. It took place on April 6, 2026, under Phnom Penh Governor Khuong Sreng and Lieutenant General Chuon Narin, deputy national police commissioner and Phnom Penh police commissioner, with Sen Sok authorities participating and deputy prosecutor ជា សា coordinating legal procedures.

The 218 foreigners included 10 women and six nationality groups: 93 Chinese, 91 Bangladeshis, 17 Vietnamese, 11 Indians, five Japanese and one Lao national. Of the total, 114 did not have passports with them.

Reported seizures comprised 133 all-in-one computers, 44 laptops, 392 phones, 16 monitors, 15 CPU units, five tablets, two Japanese police caps, five Japanese police shirts and four Japanese police identity cards.

Police said examination of electronic devices indicated Japanese-police impersonation targeting Japanese citizens, alongside romance and false-investment scams targeting China, India, Pakistan, Bangladesh and Vietnam.

At the time of reporting, all 218 foreign suspects and the evidence had been transferred to Phnom Penh police for further legal procedures.

Prime Minister Hun Manet said Cambodia was not a base for technology criminals to commit scams or transnational offences, and that involved individuals or entities would face the strongest penalties without leniency or intervention.

The report said the Law on Combating Technology-Enabled Scams, consisting of five chapters and 24 articles, had been promulgated following Acting Head of State Hun Sen’s signature on April 6, 2026.

The report listed five new offences: technology-enabled fraud; organising or leading scam centres; recruiting or training others to participate in fraud; malicious collection of other people’s identity documents or personal information; and specialised forms of money laundering.

It said the applicable offences could, in the relevant statutory circumstances, carry life imprisonment, fines of up to one billion riel and confiscation of assets.
