According to the report, Cambodian Acting Head of State Hun Sen reminded officials in Kampot and Kep that they should be loyal servants of the public, rather than its masters, and should avoid inaction or oppressive conduct that could cause local resentment. He spoke at a meeting on the morning of May 9, 2026 with provincial, municipal, district, commune and sangkat council members and departmental leaders from the two provinces.
Hun Sen also urged all civil servants, especially commune and sangkat councils, to fulfil their duties to the nation and the public, provide essential services promptly and accelerate the issuance of land titles to reduce local dissatisfaction.
The report said he used the phrase “husband rank three, wife rank four, child rank five” when warning officials against conduct that causes public resentment. He also urged local authorities to protect natural resources together, prevent their destruction and preserve them for the future.
