The Sihanoukville Smart Parking Project, with an estimated cost of about US$12 million, is proposed for a site in front of Phsar Leu market. It is intended to address a shortage of parking spaces, improve parking order and, in particular, reduce congestion in front of the market.
The project was discussed on the morning of May 18, 2026, in the presence of Preah Sihanouk Governor Mang Sineth, Cambodia Post Director-General Then Samvisoth (ថេន សំវិសុទ្ធ), representatives of the Ministry of Public Works and Transport and the Ministry of Economy and Finance, and other officials.
According to Deputy Governor Em Pheap (ឯម ភាព), the proposal calls for a 12-storey building on about 3,700 square metres, with capacity for approximately 246 cars, 752 motorcycles, 30 three-wheelers and four buses. He said the multifunctional parking building was included in the priority list of public–private partnership (PPP) projects and was expected to take three years to construct. The site would combine 117 square metres of post and telecommunications office land with land belonging to the provincial public works and transport department. He did not specify when construction would begin.
A Ministry of Economy and Finance representative said the provincial administration had selected CRISIL Limited as transaction adviser for two stages: preparation of a full feasibility study and support for project procurement preparation. According to the presentation, the adviser had completed the relevant studies, while the tender documents still awaited review, approval and public release. This did not mean construction or the entire procurement process had been completed.
On the tender documents, the ministry representative said the adviser proposed a car parking charge of 2,000 riel for less than two hours, plus 1,000 riel for each additional hour, and a motorcycle and three-wheeler charge of 1,000 riel per visit. These were proposed charges discussed at the time. The representative hoped the tender documents could be published in July 2026 and the tendering completed in February 2027, rather than the parking facility being completed by that date.
