On the morning of May 24, 2026, Cambodia’s Acting Head of State Hun Sen told a meeting of ministry, institutional and local leaders in Phnom Penh that eradicating online scam crimes remained an important national task.
He stressed that action against scam groups must be accompanied by investigations into complicit officials to demonstrate Cambodia’s determination to eradicate the crimes.
He proposed two categories of measures for the officials concerned:
For officials directly involved, he called for dismissal, legal proceedings and the freezing of related assets.
For officials who tolerated scams, failed to enforce the law or refused to act, he called for removal from their posts and reassignment elsewhere.
Hun Sen said provincial and district governors who did not participate in the crackdown should be replaced. Family background, past contributions and years of service must not exempt anyone from accountability, he said.
He also urged provincial governors, gendarmerie commanders and police chiefs to review their anti-scam work and fulfil their responsibilities.
In his remarks, Hun Sen said online scam activities had also appeared in the northeastern province of Rattanakiri.
He called on the governors, police and gendarmerie leaders in Rattanakiri and Mondulkiri provinces to take stringent measures against places sheltering scam groups.
