The Phnom Penh Capital Administration announced the official introduction of online administrative services through the capital’s One Window Service Unit. According to the administration’s notice released on the evening of May 25, 2026, online applications and services cover the following nine areas:
- 1. Legalisation services: certification of photocopies.
- 2. Administrative affairs.
- 3. Tourism.
- 4. Public works and transport.
- 5. Culture and fine arts.
- 6. Industry, science, technology and innovation.
- 7. Mines and energy.
- 8. Land management, urban planning, construction and cadastral affairs.
- 9. Agriculture, forestry and fisheries.
The notice states that administrative service fees for online applications and payments are the same as those paid in cash when applying in person at Phnom Penh City Hall, with no additional payment-service charge.
Residents may continue to apply in person at the capital’s One Window Service Unit inside Phnom Penh City Hall, No. 69, Preah Monivong Boulevard, Srah Chak commune, Daun Penh district, Phnom Penh.
The notice lists http://online.owso.gov.kh/ as the online entry point. Applicants can visit that website or scan the reproduced QR code, create an account and attach the required documents by following the instructions for each step.
