Summary

The governor told the June 4 council meeting that groups were arriving after enforcement elsewhere and cited eight operations the previous day and 1,203 cumulative inspections.

Preah Sihanouk governor Mang Sineth said many online scam groups were entering the province after crackdowns elsewhere, including Poipet, Banteay Meanchey. On June 3, 2026, provincial unified-command forces, coordinating with judicial authorities, raided a city apartment site and detained 12 Chinese suspects.

At the fourth-term provincial council’s 25th ordinary meeting on June 4, he said: “Since the crackdown in Poipet, Banteay Meanchey, many have come here. We had almost completely cleared them out once, but when Poipet cracked down, numbers here rose again.”

He said eight sites were raided on June 3 alone: three linked to online scams and five to allowing undocumented foreigners to reside unlawfully. He urged authorities and armed forces to cooperate and residents to report scam sites, saying enforcement was continuing firmly.

Mang Sineth said implementation of Sub-decree No. 03 had involved 1,203 site inspections. Excluding casinos, 72 sites were linked to online scams and 48 to unlawful residence by undocumented foreigners. He cited more than 2,500 foreign detainees, over 11,600 desktop computers, 199 laptops and over 20,000 phones. Owners of 25 sites were fined more than 1,432 million riel under the sub-decree.
