Summary

Identification official សាយ ម៉េងឈាង said on June 11, 2026, that citizens aged 60 and over should use existing cards until expiry, then apply for permanent-validity cards. Normally only the old card is required; address changes or administrative boundary changes require a residence book or police residence certificate.

Lieutenant General សាយ ម៉េងឈាង, Deputy Director-General of the General Department of Identification, announced on June 11, 2026:

“Cambodian citizens aged 60 and over should continue using their existing Cambodian national identity cards until they expire. They must then complete the procedures to be photographed and issued new cards in order to receive identity cards with permanent validity.

Renewing a Cambodian national identity card does not require additional supporting documents beyond the old card. The exception is a new address or a change to the old address caused by administrative geographical reorganisation—for example, the former Stung Meanchey sangkat now being Stung Meanchey 1, 2 or 3. In such cases, applicants must provide a residence book for the new address or a residence certificate issued by the administrative police station before being photographed for renewal.
Locations:
-The commune or sangkat administrative police station for the permanent place of residence.
-The municipal, district or khan police inspectorate for the permanent place of residence.
-The capital or provincial police commissariat for the permanent place of residence.
-The identity-card service office at AEON 2 Sen Sok or AEON 3 Meanchey.
