Summary

Hun Manet told a cement-industry delegation on June 23 that tax incentives for domestic cement would be extended by two years through 2028, while urging quality, reasonable prices and stronger local supply.

Cambodian Prime Minister Hun Manet said the government would continue tax incentives for domestically produced cement for another two years, through the end of 2028. The government has provided such support for years, treating it as a responsibility borne by the state.

He made the remarks while receiving Vinh Hour, chair of the board of the Cambodian Cement Industry Association, and an association delegation at the Peace Palace on the morning of June 23, 2026.

The board chair briefed the prime minister on the association’s work and business operations. He said member companies had invested and were investing a combined total of approximately US$1.2 billion, with combined cement production capacity of about 12 million tonnes a year, and created 2,119 staff and worker positions, including 1,900 Cambodians, or about 90%.

He added that association members supplied eight to nine million tonnes of cement to the domestic market annually and used approximately 85% local raw materials in the cement production chain, helping maintain competitiveness. Beyond business operations, the association contributes to community development, humanitarian and social activities, including building and repairing infrastructure, schools and health centres, and installing public street lighting.

In response, Hun Manet said the association’s successful business operations helped secure cement supplies for the domestic market. He outlined government policies and mechanisms supporting the success of domestic and foreign companies investing in Cambodia.

Hun Manet emphasized that the success of companies already operating in Cambodia is the strongest promotion for attracting further investment. He advised the association and private companies, factories and enterprises to focus on good quality at reasonable prices to remain competitive and gain consumer support.

He encouraged the association to continue reviewing and strengthening production chains to reinforce supplies to the domestic market.

Hun Manet reiterated that the government would continue assisting and supporting private-sector success, describing the sector as an important government partner in Cambodia’s socioeconomic development. He also commended domestic and foreign companies for their confidence in Cambodia and continued expansion of investment.
