Summary

The report said Japanese Ambassador Ueno Atsushi supported Cambodia’s use of UNCLOS mechanisms and continued assistance with border issues during a July 7, 2026 farewell meeting with វង្សី វិស្សុត. The two sides also discussed investment and cooperation against online scams.

Japanese Ambassador to Cambodia Ueno Atsushi expressed support for Cambodia’s use of international UNCLOS mechanisms and said Japan would continue helping Cambodia address border issues.

Japan expressed that position during a courtesy and farewell meeting on July 7, 2026 between Permanent Deputy Prime Minister and Minister in Charge of the Office of the Council of Ministers វង្សី វិស្សុត and the Japanese ambassador, who was completing his diplomatic mission in Cambodia.

During the meeting, Ambassador Ueno Atsushi supported Cambodia’s use of international UNCLOS mechanisms and said Japan would continue helping it address border issues.

He also said Japan would continue encouraging Japanese investors to invest in Cambodia despite some investors’ concerns about online scams. He added that Japan was pleased to cooperate with Cambodia against online scams, which he regarded as an issue affecting countries across the region rather than Cambodia alone.

In response, វង្សី វិស្សុត said Cambodia–Thailand border issues were structural and required patience and long-term solutions. Cambodia remained committed to settling all border disputes with Thailand peacefully, in line with international law and existing bilateral agreements.

On online scams, the permanent deputy prime minister said they were transnational crimes and that Cambodia was one of the countries affected by scam operations and cross-border criminal networks.

The Cambodian government was strongly committed to fighting and eliminating these crimes through firm, rigorous and targeted measures to protect the country’s reputation and honour. Cambodia was increasing cooperation with friendly countries and all stakeholders to combat online scams globally, as it could not do so alone.
