Summary

The labour ministry and Scan Industrial Services (Cambodia) signed a memorandum of agreement on July 8, 2026, covering vocational training and workforce development. The partnership focuses on TVET and strengthening metal engineering and sheet-metal welding skills at ITI to meet international standards.

Phnom Penh: ជា កុសល, secretary of state representing Labour and Vocational Training Minister ហេង សួរ, received Tommy Christensen, board chair and chief executive of SCAN Industrial Services (Cambodia) Co., Ltd., for a courtesy call and working discussions. He also presided over the signing of a memorandum of agreement (MoA) on vocational training and workforce development between the ministry and Scan Industrial Services (Cambodia) Co., Ltd. (SIS) at the ministry on the afternoon of July 8, 2026.

The meeting was also held to agree on plans and next steps for implementing the MoA, strengthening cooperation in technical and vocational education and training (TVET), skills development and workforce development in line with Cambodian government policy.

ជា កុសល praised the achievement, which he said resulted from good relations, the technical teams’ efforts and mutual trust. He said the signing represented more than a formal agreement between the two parties: it was an important milestone in international cooperation on TVET, skills development and preparing Cambodia’s workforce to meet international standards.

The secretary of state highlighted TVET institutions as a strategic foundation for transforming Cambodia’s workforce through reskilling and upskilling, equipping young people with skills relevant to industrial needs, particularly in professional standards and modern workforce capabilities. He said the government, with the labour ministry as its coordinating agency, consistently prioritised TVET development, and the newly signed project would help take the ministry’s Industrial Technical Institute (ITI) to a new level.

On behalf of ហេង សួរ, the secretary of state expressed full support for the project and strong confidence in its successful implementation. He expected it to develop high-quality human resources and enhance the standing of TVET overall, in accordance with the MoA’s implementation plan and for the benefit of Cambodian society and young people.

In response, Tommy expressed deep thanks and happiness that the ministry and company had reached the signing stage, saying it would provide a framework and platform for cooperation. He hoped their cooperation would deliver concrete, successful results towards the planned goals and contribute to TVET development in Cambodia.

The MoA aims to establish a legal framework for promoting TVET programmes and workforce development in Cambodia. Cooperation will draw on the labour ministry’s expertise in welding and machinery programmes to strengthen ITI’s metal engineering and sheet-metal welding department in line with international standards, supporting the Pentagonal Strategy, Cambodia’s Skills Development Roadmap 2023–2035 and the government’s TVET policy.
