Following an interministerial meeting on bottlenecks at Preah Sihanouk’s One Window Service Unit, governor Mang Sineth called for shortcomings in the provincial administration, all six city–district administrations and related departments to be addressed, so residents receive faster and more effective public services.
He made the call while chairing a meeting on improvements to the provincial administration, city–district administrations, subordinate units and related departments on the afternoon of July 13, 2026. City and district governors, department heads and representatives of other units attended.
According to ហ៊ួត ហ៊ុយ, administrative director of Preah Sihanouk Provincial Hall, a Ministry of Inspection letter identified delays across city–district administrations and departments. These involved investment project registration certificates; public works and transport; labour and vocational training; land management, urban planning, construction and cadastral services; industry, science, technology and innovation; and mines and energy. Particular delays concerned health services and transfers of possession rights over unregistered immovable property.
Mang Sineth urged all city–district administrations and departments to speed up and improve the effectiveness of their public services, meeting the deadlines prescribed for each sector.
On July 6, the provincial administration met interministerial leaders from the Interior Ministry, Ministry of Economy and Finance and Ministry of Land Management, Urban Planning and Construction to review bottlenecks at the provincial One Window Service Unit. Mang Sineth said the unit was still unable to provide timely services, especially cadastral services, because of complex filing procedures. Residents submitted their entire files at the unit from the outset; the unit then forwarded them to city–district administrations, which in turn had to work with commune and sangkat authorities through further stages, delaying some services.
