The Preah Sihanouk provincial administration is accelerating efforts to address land-registration service backlogs across its six municipal and district administrations. The report identified 751 supplementary land-registration applications backlogged at these administrations, 419 services at the provincial tax branch and more than 440 cases at the cadastral department for the period from 2020 to 2025. The delays involved state land, stream and canal land, and complaints.
The report was presented by ឈួ ប៉ាវទាង, Head of the provincial administration’s One Window Service Unit, at a meeting to review, resolve and speed up the flow of land-sector documents in Preah Sihanouk. The meeting was co-chaired by គង់ វិបុល, Director-General of the General Department of Taxation, and Governor Mang Sineth on the morning of July 15, 2026.
ឈួ ប៉ាវទាង added that municipal and district administrations had worked to resolve the backlog, leaving only 387 cases at present. Separately, residents submitted 245 applications to municipal and district One Window Service Units in 2026, of which the administrations were continuing procedures for 208.
ចេង ស្រុង, Head of the provincial Department of Land Management, Urban Planning, Construction and Cadastre, said that since systematic land registration began in 2019, documents relating to 1,076 titles had still not been collected for tax payment. He attributed this to landowners not cooperating in collecting the documents despite repeated announcements. Documents for 6,881 titles had, by contrast, been collected for tax payment. However, it was not known how many of these 6,881 had been taken for payment at the Preah Sihanouk provincial tax branch and how many at the General Department of Taxation in Phnom Penh, because the owners collected the documents themselves.
