To bring disputes in the Russey Keo development area to an end, the district administration has ordered ព្រំ បូរ, ព្រំ អូន and តាំង ហៃថាំង to remove warehouses, masonry walls and other materials said to encroach on land in the area’s triangular block. They have five days from the date of notification to comply, so that Phnom Penh’s administration can allocate and return land to residents with lawful decisions in their favour.
The administration warned that if the three people did not follow the instructions, it would take administrative measures to dismantle the structures without accepting responsibility for damage or loss of benefits. This was stated in the Russey Keo district administration’s letter dated July 14.
The letter said the land was in the triangular block of the Russey Keo development area, on Street 598, បឹងឈូក village, Kilometre 6 sangkat, Russey Keo district, Phnom Penh. It alleged that the three people were unlawfully occupying land belonging to several families with allocation decisions, as well as reserve plots held by the municipal administration, rather than their own property.
The district administration also said official documents showed that the National Authority for Land Dispute Resolution had issued Decision No. 007/16 សសរ.អជដ, dated June 14, 2016, in the third stage of the process, already allocating four plots to the family concerned: plots 9, 11 and 13 on Street 598, and plot 10 on Street 1721.
It added that the Supreme Court’s Judgment No. 312(ផ), dated September 30, 2025, confirmed the land allocation to the parties and ordered ព្រំ បូ to hand over land measuring 20 metres by 60 metres, corresponding to two plots, to ព្រំ អូន: plot 13 on Street 598 and plot 10 on Street 1721. A bailiff had already enforced the final judgment on March 6, 2026.
The district administration said it had previously issued three notices requiring removal of the warehouses, masonry walls and other materials from the site, but the parties had still not complied.
The administration therefore set a five-day deadline for the parties to remove the structures and materials themselves. After removal, Phnom Penh’s administration would continue allocating and returning land to residents with lawful decisions, while retaining reserve plots to help resolve the remaining disputes.
