Summary

Preah Sihanouk Governor Mang Sineth led provincial officials in a July 16, 2026 online meeting chaired by Interior Minister Sar Sokha. Officials reported nationwide inspections and anti-scam operations in June and early July, while calling for sustained enforcement and responses to international media.

Preah Sihanouk Governor Mang Sineth led specialist officials from relevant provincial departments and units in a monthly meeting via Zoom on the afternoon of July 16, 2026 to review progress in combating technology-enabled fraud, or online scams. Interior Minister Sar Sokha chaired the meeting, which was also attended by senior officials and leaders of other capital and provincial administrations.

Lieutenant General ស៊ូ សុផាន, chief of staff of the General Commissariat of National Police, said authorities had conducted open administrative inspections at 4,529 locations nationwide in June 2026, covering 27,983 people. During the first two weeks of July 2026, authorities inspected 1,434 locations in the capital and provinces, except Kampong Speu, Takeo, Ratanakiri and Pailin, covering 5,500 people.

He added that authorities had cracked down on technology-enabled fraud at 127 locations during June 2026: 34 in Preah Sihanouk, 29 in Banteay Meanchey, 22 in Svay Rieng, 17 in Phnom Penh, six in Koh Kong, five in Kandal, four in Siem Reap, three in Kratie, two each in Mondulkiri and Kampong Speu, and one each in Kampong Cham, Kampot and Kep. They detained 1,900 people of 19 nationalities. Deportation procedures were arranged for 133 people, case files involving 190 were sent to court, one Cambodian signed an undertaking to stop, and 1,576 remained under questioning and further procedures at capital and provincial police commissariats.

During the first two weeks of July 2026, authorities carried out a further 40 operations in Phnom Penh, Kandal, Banteay Meanchey, Preah Sihanouk, Koh Kong, Kampong Speu, Svay Rieng and Kampong Cham. They detained 636 people of 21 nationalities. Case files concerning nine people of three nationalities were sent to court, while 627 people of 17 nationalities remained under questioning.

Sar Sokha said governments of major countries and international partners had recently expressed strong appreciation for the Cambodian government and law-enforcement forces’ efforts and firm measures against online-scam sites and cross-border technology-enabled crime.

The Interior Minister urged and encouraged the General Commissariat of National Police to continue responding attentively to international journalists and to pursue anti-scam operations without leniency towards offenders. He said criminals had split into smaller groups, making enforcement more complex. Some provinces had performed well in implementing Sub-Decree No. 03, while others had not yet implemented it fully, requiring the strictest possible enforcement.
