Summary

Preah Sihanouk Governor Mang Sineth met a Zhejiang SME association delegation led by Huang Cheng An on the afternoon of July 19 and outlined the province’s transport, tourism and investment potential. The visitors expressed interest in energy investment, and he welcomed a site study for a proposed plant.

Preah Sihanouk is a province with favourable conditions and potential for tourists and investors from all directions. At a working meeting on the afternoon of July 19 with a delegation from China’s Zhejiang provincial small and medium-sized enterprises association, led byHuang Cheng An , the association’s president, Governor Mang Sineth explained to the Chinese investors why they should choose Preah Sihanouk as a location for various investments, citing the province’s potential in transport and tourism.

Mang Sineth explained that, for water transport, Preah Sihanouk had three major ports. The Royal Government was developing Sihanoukville Autonomous Port in three phases, scheduled for completion in 2030, with a water depth of more than 17 metres that would allow ships from around the world to dock. Overland connections to the capital and other provinces included National Roads 3 and 4, the expressway and the railway. The province also had a large international airport. He said clean-water production and electricity supplies for investors were not lacking either.

The governor added that Preah Sihanouk had seven special economic zones and that the Royal Government was promoting the province as a model multipurpose special economic zone, divided into four major areas: 1. industry and logistics, 2. an integrated city, 3. nature-based tourism areas; and 4. aquaculture and agricultural areas. In addition, the Cambodian Royal Government introduced a special investment-promotion programme for Preah Sihanouk in 2024, including tax and administrative exemptions.

In response, Huang Cheng An, president of the Zhejiang provincial small and medium-sized enterprises association, praised the development of Sihanoukville Autonomous Port and the expressway connecting it with Phnom Penh and other provinces. He said the province was developing rapidly in industry and tourism, and told Mang Sineth that his visit to Cambodia was intended to explore opportunities for various investments in the country.

The association’s president invited Mang Sineth to visit the association in Zhejiang, China. The governor accepted the invitation and said he would visit Zhejiang at a suitable time.

The delegation also expressed an intention to invest in solar power generation in Preah Sihanouk and mentioned an interest in establishing a waste-incineration plant to convert refuse into electricity. Mang Sineth welcomed the interest and allowed a study of suitable sites for establishing the plant.
