(Preah Sihanouk) Interior Ministry Secretary of State ហ៊ូ សាគុណ said all major online scam hubs had now been dismantled, but the offence was spreading into people’s homes, where even one or two people could carry it out. He said it was necessary to eliminate such offences to prevent the public from becoming victims.
At a Preah Sihanouk Provincial Administration meeting on the morning of July 21, 2026 to review first-half implementation of the Safe Village, Commune and Sangkat Policy and set directions for the second half of 2026, ហ៊ូ សាគុណ stressed: “All major online scam hubs have now been dismantled, but online scams are appearing in people’s homes. Even one or two people can still carry out online scams.”
On this issue, the secretary of state reminded authorities at all levels to use effective preventive measures to stop people from falling victim to online scams.
Governor Mang Sineth said that, following the instructions of Prime Minister Hun Manet, who chaired the Ad Hoc Commission for Combating Online Scams, and Deputy Prime Minister and Interior Minister Sar Sokha, the provincial unified command had held a meeting to draw up an anti-scam action plan. A decision was prepared to establish a committee to lead the crackdown, with two operational working groups and one secretariat. Each working group was led by a deputy governor, with procedural coordination by a representative of the prosecution attached to the provincial Court of First Instance.
From January through the end of June 2026, the joint teams inspected 1,576 locations. These included 124 locations where online scam operations were suppressed and 53 locations where foreigners were found residing illegally. A total of 4,406 people were detained: 184 Cambodians and 4,222 foreigners of 27 nationalities. Case files concerning 460 people implicated in offences were referred to court. Deportation procedures had been or were being carried out for 2,902 foreign nationals.
