A delegation of the Board of Directors of Sihanoukville Autonomous Port (PAS), led by លូ គឹមឈន់, Royal Government of Cambodia Delegate in charge as the port’s Chairman and Chief Executive Officer, visited the Southern California Foreign Trade Zone (FTZ) on July 21, 2026, to learn about the experience and operating mechanisms of a modern U.S. foreign-trade zone.
The delegation included ផាន់ ផល្លា, Secretary of State at the Ministry of Economy and Finance and a board member; កឹម ស៊ីថន, Permanent Secretary of State at the Ministry of Commerce and a board member; state controllers; and PAS executives. The delegation was also accompanied by ហ៊ួត គីមឆា, Honorary Consul and Head of the Cambodia Chamber of Commerce Representative Office in Long Beach, California.
The visit aimed to study the FTZ’s operating systems, including customs-duty incentive policies, cargo-handling operations, warehouse management, value-added logistics services and the use of modern technology in managing trade gateways.
The experience gained from the visit was expected to provide an important foundation for developing and strengthening the operating capacity of Sihanoukville Autonomous Port, while promoting Cambodia’s logistics, transport and trade sectors to become more efficient, competitive and aligned with global economic trends.
