The Ministry of Environment inspected the garment laundry KICYN (CAMBODIA) CO., LTD., in កោះខ្នុរ village, ព្រែករកា commune, កណ្តាលស្ទឹង district, Kandal province, after receiving reports of suspected wastewater discharge into Tonle Bati.
The inspection took place on July 27, 2026, involving inspectors from the General Directorate of Environmental Protection led by ឡៅ គឹមឈី, a deputy department director, with participation from the Kandal provincial environment department.
Inspectors found clear water containing foam and smelling of bleach flowing from the company’s final wastewater-treatment drainage outlet into Tonle Bati. Specialists collected one water sample at the final point before discharge into Tonle Bati for analysis at the ministry’s laboratory.
The company was operating 38 washing machines, 41 dryers and seven wringing machines. Production wastewater passes through chemical treatment using PAC, NaOH, PAM and soda ash, together with aeration, before being discharged through the drainage system.
The ministry said the company held a valid environmental impact assessment report (IEIA) and relevant discharge permits, and had installed automatic water-quality monitoring. Instrument readings met the prescribed standards, while a preliminary measurement at the outlet recorded pH 7.94, within the stated range of 5.5 < pH < 9.
Nevertheless, the ministry imposed strict measures prohibiting direct discharge into natural water sources without proper treatment meeting technical requirements.
The ministry added that if laboratory analysis found the water exceeded the standards and caused environmental harm, the company would be held responsible and face action under the applicable law.
