PHNOM PENH — Information Minister Neth Pheaktra has instructed specialist units to take immediate action against a video content production group accused of creating discriminatory content that seriously stigmatises people living with HIV. He stressed that producing and sharing content on social media must adhere to ethical and professional standards and respect human rights and dignity.
The instruction was issued on July 31, 2026. The minister directed specialist officials of the General Department of Information and Audiovisual to identify and summon the content group known as “ក្រុមគ្រូតឿ” for education and guidance, and require the group to sign a commitment to comply with regulations and ethical standards in digital content production.
The action followed the group’s production and circulation of a video in which members wore medical clothing and pushed a hospital bed. The content was assessed as discriminatory and seriously stigmatising towards people living with HIV.
Neth Pheaktra stressed that all content creators and information disseminators have a responsibility to produce content that contributes positively to society and to avoid incitement, discrimination or stigmatisation of any individual or group that could harm human dignity and rights.
The minister announced the measures while presiding over the opening of a workshop on disseminating legal instruments in the information and audiovisual sector.
The measures reflect the Ministry of Information’s commitment to strengthening professional and ethical standards for digital content creators and ensuring that content distributed through the media and social networks promotes social values, respects human rights and does not discriminate against any group in society.
